La nouvelle équipe communale ayant promis d’organiser des consultations citoyennes sur les dossiers importants, une première réunion d’information se tient à Warempage en février 2025. <p>Lors de cette réunion, la commune annonce l’organisation d’une consultation populaire. Elle a lieu du 15 mars au 15 avril. Le résultat est sans appel : sur 537 réponses, 460 avis sont négatifs, soit 86 %. «\u{2009}<em>Je n’ai pas été surpris</em>, commente Jean-Pierre Dardenne, bourgmestre de la commune. <em>Au cours des semaines précédant la consultation, j’avais constaté une forte mobilisation du monde agricole, pour qui la terre doit être nourricière.</em>\u{2009}»</p>\n

<p>En parallèle, six membres du collectif saisissent le cabinet juridique Law 4 Nature, spécialisé sur les questions environnementales et énergétiques. Celui-ci rédige une réclamation de 44 pages «\u{2009}<em>basée sur seize arguments</em>\u{2009}», explique Marc Pittie, l’un de ses avocats. Parmi ces points d’attention, le risque de provoquer une augmentation de la valeur des terres alentour si un raccordement de 18 km est jugé acceptable\u{2009}; ou encore la destruction présumée d’un habitat de castors en 2020, sans dérogation, potentielle infraction à la loi sur la conservation de la nature.</p>\n

<p>Le 12 septembre, le verdict tombe enfin : le permis est recalé par la Région wallonne. Soulagé·es, les opposant·es savent que la bataille est pourtant loin d’être gagnée. <p>Le projet a, de fait, suscité une forte mobilisation locale. «\u{2009}<em>C’est la commune qui a mis le dossier sur la table</em>\u{2009}», poursuit le conseiller suppléant. La nouvelle équipe communale ayant promis d’organiser des consultations citoyennes sur les dossiers importants, une première réunion d’information se tient à Warempage en février 2025. Elle réunit une centaine de personnes.</p>\n

<p>Durant les quinze jours que dure l’enquête publique, les propriétaires du terrain mettent en place un numéro de contact et une permanence communale. La démarche ne rencontre pas un franc succès. «\u{2009}<em>On a peut-être reçu cinq appels et personne n’est venu\u{2009}</em>», regrette Héloïse Dubois, pour qui ces échanges auraient permis de clarifier certains points.</p>\n

<p>Elle réfute notamment l’accusation de greenwashing. «\u{2009}<em>Dès 2019, Martin de Cock a mené une réflexion pour ramener de la biodiversité, de l’agroforesterie et un meilleur travail du sol. On avait également prévu de mettre des moutons. L’idée d’intégrer des panneaux, elle, n’est arrivée qu’en 2021.</em>\u{2009}» Quant au tracé du raccordement électrique à la station de Marcourt, elle précise : «\u{2009}<em>Une étude de suivi alternatif visant à enterrer les câbles sur un accès forestier existant a été réalisée. <p>Rien n’y fait, la mobilisation citoyenne paye. «\u{2009}<em>Plus de 600 personnes se sont manifestées dans le cadre de cette enquête publique</em>, dévoile Jean-Pierre Dardenne, le bourgmestre. <em>La majorité réside dans la commune, de manière principale ou secondaire. Elles ont très majoritairement repris l’argument selon lequel ce projet n’est pas acceptable en zone agricole</em>.\u{2009}»</p>\n

<p>Conformément à ses engagements, la commune suit alors l’avis de la population et émet un avis négatif, mais sans faire de commentaire. «\u{2009}<em>Pour moi, ce n’est pas une décision politique justifiée que de se retrancher derrière l’avis des habitant·es sans même se prononcer sur le fond du projet</em>\u{2009}», regrette d’ailleurs Jean-Luc Vidick, un autre membre du collectif citoyen. Les riverain·es reprochent aussi aux autorités locales l’absence d’une étude d’incidences\u{2009}; «\u{2009}<em>elle aurait rallongé la procédure, mais apporté plus d’éléments factuels</em>\u{2009}», précise Marc Pittie, leur avocat. Le bourgmestre Dardenne, lui, botte en touche : «\u{2009}<em>À partir du moment où nous avions décidé de rendre un avis conforme à la position majoritaire, nous n’avions pas besoin de précisions complémentaires.\u{2009}</em>»</p>\n

<p>Le 12 septembre, le verdict tombe enfin : le permis est recalé par la Région wallonne. Soulagé·es, les opposant·es savent que la bataille est pourtant loin d’être gagnée. Les porteurs du projet introduisent, sans surprise, un recours auprès de François Desquesnes (Les Engagés), le ministre wallon de l’Aménagement du territoire. «\u{2009}<em>Le ministre a entre 70 et 100 jours pour se prononcer : soit il confirme le refus du permis, soit il réforme totalement ou partiellement la décision</em>\u{2009}», indique Maître Pittie.</p>\n

<p>Sa décision est attendue pour fin décembre. Si le ministre se déclare favorable au projet, les opposant·es pourront à leur tour déposer un recours. Et ce ne sera pas forcément terminé. «\u{2009}<em>La spécificité de toute cette procédure, c’est qu’elle se joue parfois au dernier stade, devant le Conseil d’État</em>, ajoute l’avocat. <em>C’est long, et cela représente une charge mentale considérable pour les personnes impliquées</em>.\u{2009}»</p>\n

<p>Pour le moment, le collectif n’a pas encore réfléchi à un plan d’action ou une organisation future. Mais quoi qu’il advienne, cette lutte aura permis de rassembler une série de personnes autour d’une «\u{2009}<em>colère commune</em>\u{2009}», au sein d’un territoire «\u{2009}<em>où, d’habitude, s’occuper de ce qui se passe chez son voisin relève de l’exception\u{2009}</em>», sourit Marc Pittie.</p>\n

<p>Cette mobilisation locale souligne par ailleurs un enjeu plus large : la préservation des terres agricoles face à la multiplication des projets énergétiques.
